Since January 1, 2026, Phil Layton, Technical Director at JCB and representative of the UK Construction Equipment Association (CEA), has been the new president of CECE for a two-year term.
With over 30 years of experience in engineering and international markets, Phil Layton brings solid technical expertise and clear strategic vision. His career at JCB, including senior positions in advanced engineering, electrical and control systems, project management, and global operations—including three years in India—has made him a recognized leader in the industry.
At the helm of CECE, he will focus on decarbonization, support for global trade, and a competitive regulatory framework for European construction equipment manufacturers. "European industry needs clear rules and a global vision. CECE plays a key role in decarbonization, market opening, and innovation, while offering concrete solutions to decision-makers," he says.
Its priorities include legislation on the road traffic of construction machinery and the guidance document for the implementation of the Machinery Regulation, in collaboration with the European Commission.
